Custom Blockpages -- Differentiating between a BLOCK pages and a QUOTA page for header text purposes

Is there a way to differentiate whether or not a page is classified a complete block or classified as quota? As it's set up now(by default) in security.js a check is done to see whether or not the page is classified as a "security risk" (the continue screen). If it is, it writes a certain header, but if it is not it writes a different header (used for both block and quota).

I would like to be able to display to users a different header message if they are merely having to use quota time vs. being completely blocked.

Sorry, the header is hardcored for block page and quota page, there is no way we can change it. I think Quota time page works as a sub category of block page
