I understand that a limited access filter only grants access to a defined list of URL's. Is it possible to allow or block the ability to download a vaiety of file types in the same way you can with a regular category set?

No, unfortunately not. a Limited Access Filter is literally a whitelist -- if the URL is on the list you can go to it, if not you can't. That's it; nothing more and nothing less. It was one of the first features of Websense and it really hasn't been updated since.
