Improve Delegated Administration

We would like to grant rights for specific users within our organization to be able to run reports on the people under their administration. We have 32 sites, and would basically like for a person at each site to have this capability. However, although you can create a role that has reporting rights for their area only, when you do that, it breaks policy inheritance for those managed users, and you have to configure all of your policies for those managed users separately. As it is, we have basically four policies that apply to everyone. If I want to delegate some reporting capabilities to 32 site users, I have to replicate all of that configuration 32 times.

Please separate the application of policies from the ability to run reports for specific groups of clients.
