I would like to see a feature where we are notified via email if the master db download has been in progress for over several hours. If possible, have the download cancel and automatically restart.

Tin, he's talking about automatically. Basically, if the download takes too long (a hard number to define) to have it send an email alert and have an option to tell it to also automatically cancel and retry.
That being said, Fabian I think you're trying to fix the problem the wrong way. You should not be having so much trouble downloading master database updates that you need this functionality. If the master database is not consistently keeping itself updated without your help then that's an issue you should open a ticket on to get resolved.
It's much better to fix the root problem than to build functionality to help you work around it.
