Receiving: Error 1920. Service 'Websense TRITON Web Server' (EIPManagerProxy) failed to start. Verify that you have sufficient privileges to start system services.
I'm logged in as an admin and have given that account permission to log in as a service.
When I go to manually start service I get: Could not start the Websense ... service on Local Computer. Error 3: The system cannot find the path specified.

What version are you trying to install? If the new v7.7, it does not support Server 2003 any more. Can you do the install on Server 2008 R2? It'll make your life a lot easier in the future. Server 2003 goes end of life in just over three years.
